7. Mr. Swingler

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what increase in the municipal housing programme he is planning for 1963.

Sir K. Joseph

I expect to see an increase of about 6 per cent. in the number of houses approved for local authorities and new towns during 1963.

Mr. Swingler

Is that not a very modest aim indeed in view of the high level of unemployment at the present time and the opportunity which is presented to the Minister for a really massive increase in the housing effort because of the unfortunately wide and spreading unemployment? Would not the right hon. Gentleman reconsider this matter and also consider taking the first step; that is, an immediate reduction of interest rates?

I do not accept the last part of that supplementary question, but I would certainly welcome any greater speed in house building which local authorities with needs can manage to achieve. This is only an estimate of what they will be able to achieve.
