asked the Secretary of State for Scotland when the Guest Committee on Licensing will submit its second report dealing with the sale of excisable liquor in areas of housing development and redevelopment.

I understand that the Committee hopes to submit its second report, covering the remaining items of its remit, by Easter or soon afterwards.

Is the noble Lady aware that this Committee was appointed in 1959? It has had a long enough time to consider a simple proposition of this kind. I know that it issued part of its Report in 1962, but I hope that the final Report will not be delayed any longer.

As the hon. Member has said, the Committee had four subjects in its remit and therefore did not start on the last two of the four until October, 1960. It had to consider not only the sale of excisable liquor in areas of housing development and redevelopment, but also the whole question of the constitution of licensing courts arid courts of appeal.
