I beg to move, That it is expedient that an advisory Committee should be appointed by the Home Secretary to examine every application for release from the armed forces for the purpose of contesting a parliamentary election, and to report to the appropriate Service Minister, in each case, whether or not they are satisfied that it is a bona fide application. I do not intend to try to obtain this Motion before seven o'clock and we shall return to it at ten o'clock. I have not time to make a lengthy oration on this subject. In fact, there are only two or three points which I wish to make, but I think that they are of importance.
