asked the Secretary of State for Commonwealth Relations whether the Government of the Republic of Cyprus have yet made an approach to him about the constitutional dispute over the composition of municipal councils.

Does not my right hon. Friend agree that the question of the division of the Civil Service and the major municipalities was settled when the new independence Constitution was brought in? Is not the setting up of these improvement boards a contravention of the Constitution?

Mr. Sandys

I do not want to enter into the controversy myself, but we very much hope that the two communities will manage to settle this matter between themselves.
