asked the Secretary of State for the Colonies when the new Constitution for Swaziland will come into effect

asked the Secretary of State for the Colonies when the proposed new Constitution for Swaziland will be brought into effect

§ Mr. Fisher
It is proposed to make the Order in Council on 20th December. It will be brought into effect on a date to be announced later.

Will my hon. Friend undertake to look into the method of election to and the composition of the Legislative Council? Will he give particular attention to the method advocated by a large majority of Swazis and put forward by the Ngwenyama, which is a much fairer and simpler way than the method proposed in the White Paper?

§ Mr. Fisher
My right hon. Friend looked at this proposal and was very interested in it. One of the difficulties is that the system which my hon. Friend suggests would require the re-registration of electors and the drawing of new constituencies every time there was an election. It is thought that this is rather impracticable.
