asked the Chancellor of the Exchequer whether he will ensure that no moneys or bequests from the late Guy Burgess are transmitted to Moscow to Mr. Kim Philby.

Mr. Maudling

No, Sir. The late Guy Burgess was non-resident for the purposes of Exchange Control. Under the normal rules, any assets of his estate in this country are freely transferable to any other country.

Mr. Lewis

Is not the Chancellor aware that most people would think it very wrong for currency to go out of the country to this particular individual?

Mr. Maudling

In the first place, the currency is already out because he was non-resident. In the second place, I think that it is absolutely wrong for the Government to use powers given to them for one purpose for a quite different purpose.
