asked the Chancellor of the Exchequer if he will consider recourse to the London money market in order to raise funds for highway construction.

Mr. Boyd-Carpenter

No, Sir. This would not enable any more construction to be undertaken.

Mr. Webster

Though we welcome the use of the London market for raising money to build a motorway in Italy, would it not be a good thing, if such money were available, to channel it to building roads in this country?

Mr. Boyd-Carpenter

No, because, as I said in my main Answer, the particular methods of finance used for motorway construction is not the limiting factor. It is the call on resources.
