§ Mr. StevensI thank my right hon. Friend for that reply. Is he not aware that the first suggestion of this kind was made to the Royal Commission on the Taxation of Profits and Income and mentioned in its final Report of 1955, eight years ago? Surely there should be some hope of action by now?
