asked the Secretary of State for Commonwealth Relations what conditions he proposes to attach to further shipments of arms to India.

Mr. Tilney

I have nothing to add to the reply given to the House on Tuesday by my right hon. Friend the Prime Minister. The texts of the letters exchanged in Delhi between my right hon. Friend the Commonwealth Secretary and the Indian Defence Minister, to which he referred, have now been published and I am circulating them in the OFFICIAL REPORT.

Mr. Russell

Will my hon. Friend bear in mind that there is a great deal of anxiety in Pakistan lest any of these arms if not required by India—as we all hope they will not be—for use against China may be used to threaten Pakistan, and can he give any assurance that some means will be devised so that they cannot be used there?

Mr. Tilney

I would prefer to await the return of my right hon. Friend the Commonwealth Secretary, who will comment on all these matters.
