HC Deb 29 November 1962 vol 668 cc651-2
31. Sir W. Wakefield

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will give the number of applications allowed and dismissed under section 16 of the Town and Country Planning Act, 1947, for residential and holiday caravan sites for the years 1960, 1961, and 1962 to the latest available date; how many permissions have been given and refused consequent upon the Caravan Sites and Control of Development Act, 1960; and if he will make a statement.

The Parliamentary Secretary to the Ministry of Housing and Local Government (Mr. F. V. Corfield)

The answer to the first part of the Question contains a number of figures and I will, with permission, circulate it in the OFFICIAL REPORT. My right hon. Friend has no information about permissions given and refused by local planning authorities since the Act came into force.

Sir W. Wakefield

Is the Minister aware that certain local authorities are giving only short-term planning permissions with a view to avoiding payment of compensation, contrary to the intention of Parliament? Is the Minister considering bringing in amending legislation to try to set right this defect in the 1960 Act?

Mr. Corfield

No, Sir. I can tell my hon. Friend, however, that we are arranging for annual returns from local planning authorities which will show the number of applications for caravan sites, the numbers dismissed, the numbers allowed and the numbers to which a time limit is attached. If that shows any cause to investigate further, we shall do so.

The figures are as follows:

APPEALS UNDER SECTION 16 OF THE TOWN AND COUNTRY PLANNING ACT, 1947
1960 1961 1962 (first 9 months)
Residential caravan sites:
Appeals allowed 110 119 127
Appeals dismissed 170 175 154
Holiday caravan sites:
Appeals allowed 33 44 73
Appeals dismissed 97 95 84
