asked the President of the Board of Trade whether South Africa still receives the same import preference as Commonwealth countries in respect of steel products imported into the United Kingdom.

Would not my hon. Friend agree that a rather anomalous position exists when South Africa, which left the Commonwealth of her own free will, is allowed the same preference as Commonwealth countries to dump steel and other commodities in this country at cut prices? Will my hon. Friend review the position and see whether this is not unfair competition and whether the antidumping laws should be invoked against South Africa?

The fact that South Africa is within the Commonwealth preference area was fully debated in the House earlier this year. If there is evidence of dumping, then perhaps it can be produced, but I cannot answer a hypothetical question without evidence.
