§ Mr. MaudlingIn considering loan applications from developing countries it is certainly my intention that we should take into account, among other considerations, the extent to which the loan could be spent on products for which spare capacity exists in the economy, whether in central Scotland or elsewhere. But I do not consider that any special surveys are necessary for this purpose.
§ Mr. DalyellWhen considering this problem, will the right hon. Gentleman pay special attention to the needs of the papermaking industry in relation to the request of the Delhi Report for paper for educational purposes in the developing countries?
§ Mr. MaudlingI will certainly look at any suggestion such as that.
