I think that it would be unfortunate if this Bill were allowed to go through on the nod without some explanation from the Minister——

Order. I am afraid that the hon. Member will run into difficulties if he endeavours to debate this Bill on Second Reading. As I think the House knows, it can be debated on the Committee stage, but there are many precedents for it being ruled out of order to debate it on Second Reading. If the House accepts that, I will not weary hon. Members by reading these many precedents from Erskine May.
