asked the President of the Board of Trade how many industrial development certificates were issued for developments in Scotland during the first four months of 1962; and how much additional employment will be provided.

In the first four months of 1962, twenty-nine industrial development certificates were issued for developments in Scotland, which are expected to provide around 3,000 additional jobs.

Mr. Willis

That works out at an equal number of jobs below the estimated requirements of Scotland. Does not the hon. Gentleman think that, if we are to catch up with our heavy unemployment and stop migration, the number must be substantially increased?

Mr. Macpherson

I quite agree that we should like to see it increased.
