asked the Secretary of State for Air if he will state the additional expenditure estimated in the financial year 1962–63 from the pay review for Royal Air Force personnel.

Mr. Amery

Between £4½ million and £5 million.

Mr. Mulley

Does this also mean that that is the amount by which the Government are falling short of their undertaking to review pay every two years? In the interests both of the Government's integrity and the morale of the Service, will not the right hon. Gentleman make representations before 1st April to see if this cannot be reviewed?

Mr. Amery

No, Sir. I think that the Service has accepted the award in the spirit in which it was made; not with enthusiasm but with understanding.

What was that spirit?

In the realisation that the economic situation facing the country was a difficult one.
