19. Mr. Strauss

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what communication he has received from local authorities about the financing of British Railways' losses out of rates; and what replies he has sent.

None, Sir.

Mr. Strauss

Is the Minister aware that Dr. Beeching and the Minister of Transport have suggested that the burden of paying for the deficit on local railway services should be placed on local authorities? When local authorities protest strongly against the proposal, as they are bound to do, could not he suggest to them that they might meet this purpose and pay off the deficit by organising flag days?

I do not altogether agree with the right hon. Gentleman As far as my records show, on 4th July my right hon. Friend the Minister of Transport told the House that he has no proposals for subsidising railway services from rates.

Mr. Strauss

But is not the Minister aware that in a previous speech the Minister of Transport suggested that this was one of the sources from which deficits arising on local train services might be met?

Is the Minister aware that the ratepayers of the new town of Basildon have been asked to bear the expense of a new station?

That is a different Question from the one that I am answering, but if the hon. Member puts it down it will be considered.
