On a point of order, Mr. Speaker. During Question Time I made a reference to the absence of a progress report on hospital building, which was unacknowledged by the Joint Under-Secretary of State for Scotland. The reason why I made reference to its absence was that in the Vote Office there did not appear to be such a report. I have since made further inquiries there and it is still not there. I made inquiries also in the Library and discovered that the Report was laid in the House one week ago. I seek to raise with you the question of the supply of Parliamentary papers, which seems to be breaking down, no doubt because of the incompetence of some Ministers. In the Report, "Hospital Plan for Scotland", Command Paper 1602, on page 12, there is reference to Hospital building: Scotland—Progress Report which is published by H.M. Stationery Office. Cannot that Report be made available in the Vote Office forthwith?

I do not for the moment know whether this is within the realm of my responsibility. What the hon. Member has been saying has been heard. I would not be able, at this instant, to make sufficient inquiry about what could be done.
