Motion made, and Question proposed, That Mr. Speaker do issue his Warrant to the Clerk of the Crown to make out a new Writ for the electing of a Member to serve in this present Parliament for Orpington in the room of William Donald Massey Sumner, esquire, O.B.E., appointed a Judge of County Courts.

Mr. Lipton

I do not think this Motion should be allowed to go through without a strong word of criticism about the action of the Government in delaying this by-election. Matters have reached such a pitch—

Order. If it is desired to oppose the Motion, I must put it off till half-past Three.
