asked the Chancellor of the Exchequer whether arrangements have now been completed with the trus- tee savings banks for the start of a limited cheque scheme.

No, Sir.

We have had that obstructive and evasive answer for three years now. Are not we now supposed to have a Government of vigorous and energetic young men? Are we to have nothing but the same tired old answers from the same tired old faces?

Mr. Barber

The answer to the debating point the right hon. Gentleman makes is, "Yes, Sir". As regards the substance of his question, the facts are that, since the end of April, 1960, the initiative has lain with the Treasury for less than three months in all. It is only a fortnight since I had discussions with the joint stock banks, and the Government are now considering whether or not to introduce enabling legislation.
