To remove all doubt, will the Prime Minister say whether it is the case that until last Thursday—this point was not dealt with by the Lord Privy Seal yesterday—the Government were still maintaining their refusal to give this document to the Canadian Government?
§ The Prime MinisterYes, Sir. Until it had been agreed that it should be widely circulated, that was the position. I think that the position was made very clear by my right hon. Friend the Lord Privy Seal yesterday, and I have little to add today.
