asked the Prime Minister if he will consult with President Kennedy with a view to terminating the agreement he concluded with him about the establishment of a Polaris submarine base in Scotland.

No. Sir.

Is the Prime Minister aware that since this agreement was concluded, President Kennedy has thought it necessary to initiate a plan for deep shelters against fall-out, including shelters for people engaged on work in connection with the Polaris submarine? Is the Prime Minister aware that the people of the west of Scotland are to have no such protection, and that his present plans mean the maximum amount of danger with the minimum of protection to the people of this country?

That is another question. What I am asked is whether this agreement should be terminated. I believe it to be in the interest of this country and of the free world that it should be continued.
