asked the Minister of Education whether he will extend the terms of reference of the working party to be appointed by him to consider the basic requirements for an efficient public library service, to include the problem of duplication by privately-owned tape recorders of gramophone records in circulation from pubic libraries, and to make recommendations; and if he will make a statement.

No, Sir. This is essentially a copyright problem and not suitable for consideration by this committee.

Will my right hon. Friend say what protection composers and producers of gramophone records can have in view of the fact that public libraries now let records out entirely free? Does not this make complete nonsense of the matter?
