Mr. Ellis Smithasked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will make a statement on the results obtained by his Department's circulars and books, Trees in Town and City; what proposals he has to stimulate further action to improve all cities and towns in the industrial areas; and if he will institute a national cleaning and beautifying campaign to include the planting of grass, trees, shrubs and plants.
§ Sir K. JosephIt appears that the publicity referred to by the hon. Member is stimulating effort. There are current a number of vigorous programmes, trends and campaigns which all serve to improve the urban environment; clean air; tree planting; the provision of open space; attention to the 854 street scene generally: and attacks on clutter and litter. The total effect can only be judged fairly infrequently.
§ Mr. SmithThe Parliamentary Secretary can take it from me that no one appreciates more than I what has been done but, relatively speaking, things have been moving along very slowly. Is it not time that the hon. Gentleman consulted his right hon. Friend with a view to carrying out the limited proposals that are contained in the Question and asked for the co-operation of the other responsible bodies?
§ Sir K. JosephI think that the pace is quickening and that it will continue to quicken. This is a long-term matter involving education and example.
