We welcome the Bill. In particular, had he been able to be with us, my hon. Friend the Member for Islington, East (Mr. Fletcher) would have especially welcomed it because he raised this matter some time ago, and he is delighted that the Government have taken this step.

I know that the hon. Member for Islington, East (Mr. Fletcher) particularly welcomes the Bill. The Bill is needed. It deals with a short and simple point but it enables regulations which are so complicated to be consolidated.
