§ 47. Mr. Gourlayasked the Secretary of State for Scotland when he received a letter from the Society of Procurators of the Central District of Fifeshire regarding the collection of rates by landlords of private property on behalf of local authorities under the Rating of Small Dwellings House Letting and Rating (Scotland) Act, 1911; what was the nature of his reply; and what action he will take in the matter.
§ Mr. MaclayThe letter was received on 13th July. It represented that the valuation limits under the Act of 1911, below which house occupiers pay rent and rates together, should not be raised; and further, that amending legislation should be introduced to terminate the collection of rates by owners of small dwelling-houses. The reply, dated 20th July, stated that I do not propose at present to introduce legislation on this subject.
