asked the Secretary of State for the Home Department if he will publish an official booklet in clear and simple language setting out the present law with respect to betting, gaming and lotteries.

Mr. Vosper

My right hon. Friend does not think that this is a case in which publication of an official booklet would be appropriate. It is hoped, however, to take steps to consolidate the law on these matters.

Is the right hon. Gentleman aware that many clubs and other organisations which wish to keep on the right side of the law find it very difficult to know what the law is when confronted with a Home Office Act of Parliament like the Betting and Gaming Act? Will not he reconsider this matter so that there might be some simple booklet available to which these organisations can refer?

Two of the principal organisations concerned have issued instructions to their own members. The Home Office has circulated all the relevant authorities and there have been at least two booklets published commercially dealing with the workings of the Betting and Gaming Act. I should have thought that sufficient information was available.
