Mr. Speaker, I beg leave to present on behalf of my constituent, Clifford Francis Winterson, the following Petition. The Prayer reads in these terms: Wherefore your Petitioner prays that the common law of Great Britain and Northern Ireland may be so altered or amended that each and every baby born naturally of his or her own two parents in Great Britain or Northern Ireland shall be deemed to be the legal as well as the natural child of those two parents and shall be faithfully and truthfully legally registered by declaration of both father and mother with their full and proper Christian names and surnames, their ages and their full and proper places of domicile, with any further information necessary to fully identify the child with each of its own two parents so that the child may be known and recognised from birth with the surname of its father according to established custom and may be shown to be entitled to care and maintenance from its father and from its mother. Wherefore your Petitioner humbly prays that justice shall be done, and your Petitioner, as in duty bound, will ever pray, etc.
