The Chancellor of the Exchequer (Mr. Selwyn Lloyd)

One of the elements in the ordeal of a Chancellor of the Exchequer, in presenting his first Budget, is the presence of those who have held his position before him. Today, like, I am sure, the whole Committee, I am delighted at the presence of one who presented his first Budget thirty-six years ago, namely, my right hon. Friend the Member for Woodford (Sir W. Churchill).
