In view of the serious nature of the problem, could not the information be obtained so that the situation may be kept under review?

It is difficult to obtain the information. For one thing, a number of students make applications to a number of universities. Secondly, the term "necessary qualifications" has different interpretations in different places. But I am prepared to look at the matter to see whether further information can be given.
