On a point of order. This week I put a Question on the Order Paper, with the consent of the Table, to the Lord Privy Seal, who represents the Foreign Office in this House. That Question was transferred to the Home Secretary. This afternoon I put the Question to the Home Office, and the Joint Under-Secretary of State advised me to put the Question down to the Foreign Office. I asked a Question about visas which had been withdrawn and a permit which is not to be extended. What is the position? Must I go back to the Foreign Office and will that Department then transfer my Question back to the Home Office? What is the meaning of this shuttlecock and battledore on the part of the Government? Are we not to get any kind of protection from the Chair in these matters?

I sympathise with the right hon. Gentleman. He seems to receive a lot of advice, but I am not in a position to add to the matter, because the question of transfer is not one for the Chair.
