Resolved, That, for the purposes of any Act of the present Session to enable the councils of counties and burghs in Scotland to take measures for the prevention or mitigation of flooding of non-agricultural land in their areas, it is expedient to authorise the payment out of moneys provided by Parliament—

  1. (a) in respect of expenditure incurred by a local authority in carrying out flood prevention operations in accordance with a flood prevention scheme made under any provision of the said Act of the present Session, or in making payments under any such provision relating to contributions by a local authority towards expenditure incurred by others or relating to compensation, of such sums as the Secretary of State may with the consent of the Treasury direct;
  2. (b) of any administrative expenses incurred by the Secretary of State in consequence of the passing of the said Act of the present Session; and
  3. (c) of any increase attributable to the provisions of the said Act of the present Session in the sums payable under any other enactment out of moneys so provided.—[Mr. Maclay.]
