asked the Minister of Pensions and National Insurance if he will give an estimate of the proportion of the insured population who will be paying a higher National Insurance contribution as from April, 1961.

Does the Minister recall the Conservative Central Office leaflet entitled, "A Sound Scheme. Lower Paid Workers Pay Less"? Is it not the position that the great majority of the workers-80 per cent. he has just told us—will pay more, including many of the lower-paid, and that even the small minority who pay less will be paying only 2d. less from April? What has become of the electoral promises of the Conservatives to the electors?
