asked the Secretary of State for Foreign Affairs why the Government rejected the recent Soviet proposal to join the Organisation for European Economic Co-operation.

Mr. R. Allan

No proposal has been made by the Soviet Union to join the Organisation for European Economic Co-operation.

Mr. Zilliacus

There has been a very definite report to that effect. Would the hon. Gentleman state that he would welcome such an application?

Mr. Allan

That is a very different question.
