§ Mr. VosperIn the three years ended 30th September last, orders for the refurnishing of the Scheme's public houses and hotels in Carlisle amounting to some £21,000 were placed locally and orders amounting to some £4,000 were placed elsewhere.

§ Mr. VosperThere may be a slight conflict between the figures given by my hon. Friend and those which he will see in the OFFICIAL REPORT. I would not dissent from the argument which he has advanced that the figures for this offence have increased most rapidly and alarmingly. He no doubt realises that even in 1938 the courts had no power to order whipping for juveniles over the age of 14. Therefore, I do not think it would necessarily be fair to draw any conclusions from the comparison. This is a matter which the Advisory Council on the Treatment of Offenders will consider.
