asked the Secretary of State for the Home Department when he proposes to introduce the legislation, referred to in the Gracious Speech, with regard to penal reform; and if he will make a statement.

As I indicated in my reply to a Question by my hon. Friend, the Member for Ashford (Mr. Deedes) on 28th January, I am anxious to make comprehensive proposals for the treatment of young offenders, which will take into account certain proposals for amending legislation dealing with the approved schools arising partly out of the Durand Report as well as any views that may be expressed by the Ingleby Committee. The House will recognise that under the circumstances some delay in introducing the Bill is worth-while, and I hope that it will be ready this year and in time for next Session.

Will the Minister's proposals include compensation for the victims of violence? Does he not consider that the criminal who is responsible should contribute something towards that compensation?

Mr. Butler

This Measure would not include a provision of that sort on which we are having a detailed examination. That would have to be in a separate Measure if we found it was desirable.
