asked the Minister of Works what arrangements he has made with the Minister of Transport for an underpass from Hyde Park beneath the Alexandra Gate in order to relieve the heavy traffic congestion at that place.

Does not my right hon. Friend think it is high time that arrangements were made to ease the dreadful congestion at this place? Will he consider making Kensington Palace Gardens Road, which is a Crown lease, into a public road instead of retaining it as a private road? This would greatly relieve the congestion at Alexandra Gate and at other places on the north side of the park.

That last question is not the one that my hon. Friend asked on the Order Paper. I would rather he put down a Question about that. The suggestions contained in his substantive Question would not have the effect that he desires.
