31. Mr. Brockway

asked the Secretary of State for Foreign Affairs what representations he has made to the Government of Portugal regarding the expulsion from Angola of the Reverend James Russell, a British subject from Dundee, secretary of the Evangelical Alliance of Angola, after 27 years' service as a missionary.

None, Sir. No expulsion order has been issued. Dr. Russell left Angola for discussions in Lisbon, and is at present on leave in the United Kingdom. I understand that he has not so far sought to re-enter Angola.

While thanking the hon. Gentleman for that information, which is not according to the information I have received, may I ask whether it is not a fact that Mr. Russell left Angola because of protests at the action he was taking there on behalf of the African population?

Mr. Allan

I understand that Dr. Russell left Angola at the request of the Minister for Overseas Territories in Lisbon and was going to have discussions with him there.
