Mr. Brockwayasked the Secretary of State for Foreign Affairs what representations he has made to the Government of Portugal regarding the expulsion from Angola of the Reverend James Russell, a British subject from Dundee, secretary of the Evangelical Alliance of Angola, after 27 years' service as a missionary.
§ The Joint Under-Secretary of State for Foreign Affairs (Mr. Robert Allan)None, Sir. No expulsion order has been issued. Dr. Russell left Angola for discussions in Lisbon, and is at present on leave in the United Kingdom. I understand that he has not so far sought to re-enter Angola.
§ Mr. BrockwayWhile thanking the hon. Gentleman for that information, which is not according to the information I have received, may I ask whether it is not a fact that Mr. Russell left Angola because of protests at the action he was taking there on behalf of the African population?
§ Mr. AllanI understand that Dr. Russell left Angola at the request of the Minister for Overseas Territories in Lisbon and was going to have discussions with him there.
