Resolution reported, That, for the purposes of any Act of the present Session to repeal the Lunacy (Scotland) Acts, 1857 to 1913, and the Mental Deficiency (Scotland) Acts, 1913 and 1940; to make fresh provision with respect to the reception, care and treatment of persons suffering, or appearing to be suffering, from mental disorder, and with respect to their property and affairs; and for purposes connected with the matters aforesaid, it is expedient to authorise the payment out of moneys provided by Parliament of—

  1. (a)any expenditure of a Secretary of State under the said Act of the present Session other than expenditure on grants to local authorities;
  2. (b)any increase attributable to the said Act of the present Session in the sums payable out of moneys provided by Parliament under any other enactment.
