asked the Minister of Agriculture, Fisheries and Food why the white fish subsidy is not paid to fishermen who retail their own fish rather than sell it wholesale.

The purpose of the white fish subsidy is to give assistance to the fisherman, who normally sells fish at wholesale prices. If a fisherman is able to obtain retail prices for his catch he is in a different financial position and has not the same need of assistance.
