§ Mr. HoltDoes not the Minister agree that the real problem here is to bring the worst local authorities up to the standards of the best? Will he consider sending out a circular on this matter for the guidance of local authorities? Will he not further agree that at a time when the Government are being asked to implement the Albemarle Report it would be quite anomalous and retrograde for the youth employment officers to suffer a diminution in their status, with a consequent lowering of the quality of the people entering the employment service?
