asked the Secretary of State for the Colonies what restrictions apply to Mr. Nwahangi of the Kilipula Rice Growers' Union, and why; and what financial provision is being made for his family while he is under these restrictions.

The Governor is being consulted and my right hon. Friend will write to the hon. Member when a reply is received.

Mr. Stonehouse

Will the Minister bear in mind that there are no reasons for keeping under restraint a responsible co-operative official such as the gentleman named in the Question? Will he also obtain details of the financial provision being made for the family of the person detained?

Mr. Alport

My right hon. Friend is in Nyasaland at present, and all matters connected with the emergency are being discussed with the Governor. I think that it would be best to await the outcome of his discussions.
