Friend aware that, since the introduction of free port status for Labuan in 1956, its percentage of North Borneo trade has risen far more slowly than that for the rest of North Borneo? Will he consult his right hon. Friend the President of the Board of Trade as to means of encouraging British manufacturers to use this very strategically situated port?
