Friend is to study the problem on the spot, may I ask him to bear in mind that Colonial Office administration, however good, is never popular and that, unless there is some form of elected legislative assembly in Malta, no expression can be given to public opinion?
§ Mr. MacleodIt has been stated on a number of occasions that we hope that the present Constitution is interim. I hope that after my talks in Malta with leaders of the political parties and others it will be possible to make a move forward.
