HC Deb 19 November 1959 vol 613 c1335
40. Mr. Biggs-Davison

asked the Chancellor of the Exchequer to what extent Commonwealth assistance loans are related to the purchase by the receiving countries of goods and services from this and other Commonwealth countries.

The Economic Secretary to the Treasury (Mr. Anthony Barber)

Colonies receiving loans from the United Kingdom Exchequer may use them to make purchases without restriction as to source of supply. Loans to other Commonwealth countries made under the Export Guarantee Acts are related to payments by those countries to United Kingdom firms.
