4. Mr. Swingler

asked the Secretary of State for Foreign Affairs what steps will be taken by Her Majesty's Government to adopt the proposals contained in the draft European Social Charter and discussed at the recent International Labour Organisation Conference convened at the Council of Europe's request; and if he will give special consideration to the application of these proposals to overseas territories governed by the United Kingdom.

The proposals in question have still to be considered by the Committee of Ministers of the Council of Europe, which is at present awaiting the comments of the Assembly. The question of adoption does not, therefore, arise at this stage.
