Mr. Awberyasked the Secretary of State for the Colonies if he is aware that the Singapore Government have taken over many of the principal powers possessed by the municipal council of the city; what was the reason for this action; and when it is proposed to restore powers to the elected municipal council.

AmeryUnder the Singapore Local Government Ordinance, 1957, the responsible Minister may, if it appears to him necessary or desirable in the public interest, transfer to himself any function conferred upon a local authority, order an inquiry to be held and, in the light of the report of that inquiry, make such further order as he may think fit. In exercise of this power certain functions, mainly those concerned with the handling of staff, have been transferred from the city council; and a Commission of Inquiry has been appointed to investigate irregularities alleged against it. This Commission has not yet reported.
