(2) under what circumstances, under his administrative arrangements, an import licence is needed before contract specifications and contract tender documents may be brought to this country from the United States of America.
§ Sir D. EcclesImport licences are not required. Owing to a misunderstanding the importer on this occasion was advised that he would have to apply for an import licence, and I regret the delay which was caused. I have taken steps to prevent any recurrence.
