20. Mr. Zilliacus

asked the Secretary of State for Foreign Affairs to what extent the Government are now prepared to consider the revised Rapacki Plan as a basis for negotiation, in connection with the further study, which the British and Soviet Prime Ministers have undertaken to make, of the possibility of establishing a zone in Europe within which all forces and armaments will be limited under international supervision.

The position is as set out in the Moscow statement of 3rd March, which has now been published as Cmnd. 689.

Would the right hon. Gentleman give an assurance that the Government will now entertain the Rapacki Plan as a possible way of giving effect to the declaration mentioned in Question No. 20, and that they will abandon the blank rejection of the plan which was their previous attitude?

Mr. Ormsby-Gore

I ought, perhaps, to tell the hon. Gentleman that the Polish Government have still made no formal proposal to Her Majesty's Government on the lines of the revised Rapacki Plan.
