The Chairman of Ways and Means (Sir Charles MacAndrew)

I wish to inform the House that as I have a personal interest as a Petitioner against the Stopping up of Highways (Ayrshire) Order, 1959, made by the Secretary of State for Scotland, I yesterday delegated under Standing Order No. 238, all my duties as Chairman of Ways and Means in connection with this Order to Sir Gordon Touche, the Deputy Chairman of Ways and Means. The Statutory Orders (Special Procedure) Act places certain duties upon the Chairman and by taking this action the House may be assured that there is no possibility of conflict between my duties as an Officer of the House and my personal interests.
