asked the Secretary of State for Scotland what consultations he has had with the Minister of Transport and Civil Aviation about the appointment of Scottish representatives to the Inland Waterways Redevelopment Board.

After consultation with my right hon. Friend the Secretary of State, my right hon. Friend the Minister of Transport and Civil Aviation has appointed two Scottish members to the Inland Waterways Redevelopment Advisory Committee, namely, Mr. Peter Meldrum, formerly Treasurer of Glasgow Corporation, and Dr. Thomas Shedden, an Edinburgh industrialist.

While that explains the delay which in some measure has taken place over this matter since the original Committee was appointed, can the Joint Under-Secretary now go a little further and tell us why, since none of the canals in Scotland is linked in any way with those south of the Border, there was not a separate development board for Scotland?

That seems to me to be an entirely separate question. Perhaps the hon. Gentleman will put it down.
